The minimum is determined by cargo weight and strap WLL (Working Load Limit). A standard 4" ratchet strap has a WLL of approximately 5,400 lbs. For a 40,000 lb load, you need a minimum of 4 tie-downs (spaced per FMCSA rules) with aggregate WLL exceeding 20,000 lbs. In practice, experienced flatbedders use more than the minimum.
